Can i run rise of tomb raider on max settings with these specs and what games would I not be able to run

It is a strong build. The 970 should be fine for most things at 1080p maxed or near maxed at 60fps. I don't own that game however.
If you haven't build it yet, replace the 970 with a 1070 and you can do what you want! If you have the budget.

You can run whatever you like, but be aware that every game has highs and lows, you'll see lows of <>45 FPS in the very demanding Soviet Installation and Geothermal Valley sectors of RoTTR if you have the settings up very high, for example.
