Upgrade my CPU? or Video card?

Current build is:

i5-4690k
GTX 970 nividia
Msi gmaing 5 z97 mobo
EVGA bronze edition power supply
Caviar blue hard-drive
OCZ Arc 100 SSD
8 GB ram

So I come here now to ask you all if I should either upgrade my i5-4690k or gtx 970. Was thinking I should get a 1070, but now im not sure being some games coming out are sorta CPU intensive. Sorry if I respond late, and thank you in advance if I personally forget to do so!

I am running a 1920x1080 monitor, so that makes sense, going to buy some ram on top of whatever I decide to buy GPU/CPU wise. And by bottleneck, I've heard my build is as clean as they come, could you further explain what is being bottlenecked and why please?

I meant what could be the upgrade which might increase performance the most.
Like devils canyon can run heavy games but the issue in 970 memory slows gaming down when game requires 3.5gb or above right? that issue isn't gone right?

It might down the road if you are gonna go for higher textures resolutions and I am far from expert on newer things. so I recommend forgetting what I said and getting expert advice from someone who knows a lot about these things(sorry if I wasted your time I really didn't want to).
