blackscreen on windows boot after faild gpu oc?

so i was ocing my 290 and blackscreend no problem restart pc as normal.well i restarted and i get to the windows logo and the i get a infinite black screen.i have tried switching bios and the same thing.gpu is a xfx r9 290

yes i have done everything you have mentioned note:the gpu fan is spinning as if it were at 100%windows picks up the gpu aswell.maybe uninstalling the drivers could fix the issue at hand?
