No POST, no display, no beep

I was watching a stream one night when my PC suddenly crashed. When I turned it back on, it didn't boot at all and the fans were spinning very fast. I waited till the next day to see if it would work again, only it was the same situation, but the fans spun normally.
Reseating the GPU and RAM didn't work, I used a multi meter to check if the PSU was working, and it seemed to be fine. I'm not sure, but I think the mobo crapped out, or the CPU (which I think needed a new coat of thermal paste) is broken (even though I think it's still working as I felt it heat up while the computer was on), or maybe something with the GPU.
Any ideas?

Does the CPU fan spin up correctly? board usually won't even try to start if it doesn't get a signal from that fan on the CPU header.

It could be the motherboard, I'd try the PSU first though, that's often the culprit. Just because it turns on doesn't mean it can supply enough current to carry the load.

What are the specs, including PSU model number.

I would try to force a beep code, remove all the RAM and try to boot the system. the motherboard should beep at you like an angry astromech. if you cannot force a beep code it has been my experience that the motherboard is dead.

CPU fan runs fine
I think the PSU is running fine, I used a multi meter and the voltage displayed indicates the the PSU is working fine. But if that isn't indicative of it's state then how do I figure out if it's working?

It can be putting up the right voltage and not be able to supply enough amperage. You can't tell without putting a load on it. Chicony built Corsair PSU's don't have a very good track record.
