My psu specs are

Input: 100-120V ~/9A 50-60HZ
200-240V ~/45A 50-60HZ

Output: +5V ===/22A Max -12V === /1A Max
+5V (FP) === /4A Max +3.3V===/17A Max
+12VA ===/18A Max +12VB ===/18A Max

Combined Power on +3.3V and +5V Rails not exceed 150W.
Combined Power on +12VA and +12VB Rails not exceed 264W.
Max Continuous Total DC Output Power shall not exceed 305W.

The brand is Dell also my other specs are an Intel Core 2 Duo clocked at 2.0 GHZ and 4gb of ram.

Solution
The 8570 uses less power than a 750ti so if it gets the job done, then don't buy another card. Just because they recommend 400w, doesn't mean they know the psu specs and it can easily run on his 305w psu. Those dell 305w were used for a long while and are decent for the time period they were in.
