Is my CPU bottlenecking my GPU?

I have an i5-3570 @ 3.4 GHz and a GTX 1070. The only game this happens in is GTA 5, the framerate will randomly drop to anywhere between 35-40 fps and lock there. I notice that in game with JUST GTA 5 running and nothing else, im getting an average of about 80% CPU usage. Does this seem like a bottleneck, and if it is, would a CPU upgrade and possibly a RAM capacity upgrade be in order?

Your processor is still very powerful, how much ram are you using? Could you list the remaining PC specs including your power supply unit? Is your processor or graphics card overheating?

8Gb of DDR3, and im sure neither of them is overheating, especially my cpu because i have the stock cooler and im not overclocking, and i havent gotten any cpu fan errors in my bios. Also I have a Corsair RM650 PSU, a WD Blue 1TB HDD and a 240gb Samsung SSD. I havent yet checked if my gpu is at safe temps yet, ill test it now

GTA V is VERY CPU bound. at times even my I7 4790k @ 4.4ghz can bottleneck my GTX 1070 in GTA V. there isnt a whole lot that can be done. The only CPU that seems to handle GTA V quite well is a I7 6700k.

Yeahh, Ive read that everywhere, that GTAV destroys CPUs, so maybe an upgrade is in order, since I am using an outdated 3rd gen Intel.

Frame rate is not that high in the 50s using GE settings @ 1080p (1440p monitor) it's smooth no dramatic dips but i do use gsync though. GTA5 way of swapping video data, it pages to the HDD a lot if close to maxing out Vram and 8GB memory suffers. SSD does help in this regard albeit 16GB memory is really recommended for this game.

Yes, but you have a i7 2600k. GTA V is likely happy to see your hyperthreads. I have an Ivy Bridge i7 3770k @ 4.2ghz and don't have problems in GTA V, with usage around 67% using all logical cores. I recommend upgrading to an i7 3770k from ebay, I did that about 1.5 years ago replacing my i5 3570k. I seen lots of improvement in the minimum framerates in games that can use all cores you can give it due to its hyperthreads. Also now days I recommend people have 16gb of ram, Windows 10 likes to use more ram than 8.1 ever did, plus more and more games use about 6gb ram. Add Win10 usage and you have ate your 8gb ram up.
