Trying to see what I can improve...HELP

new setup is ok I'm unsure if I made the best decisions and having some bugs if you guys have any suggestions or such please let me know thanks for your help. sadly I went in to upgrade from a computer that came out of pawn just some ods and ends. It was a asus w7 supercomputer board with I forgot the cpu ddr3 32gb corsair dominator with fan and a GTX 780 I think vid card from msi so this new system feels much faster on average cpu wise I was running 90 when using obs and xbox app streaming to feed the obs and had frame drop. The new system runs 15 to 40.

32gb Corsair ddr4 3200 (2x16)
Asus x99 Deluxe 2
Thunderbolt 3 card
Asus 1080 founders cards 2x sli slot 1 and 3
Razor death adder mouse
Samsung 29" ultra widescreen curved.
two Samsung 850 1tb ssd in striped raid
two WD 1tb mechanical drives
Two 250gb intel
One NVMe Samsung 950 512gb drive (not installed as asus said it cant be used if ran in sli)
Liquid cooling I think 100hi or such its called $100 unit
Corsair 980 case
Blue Ray recorder
1200W power supply.
Shure51 microphone
Astro A40TR pc mixamp and also have xbox mixamp with headphones.
xbox elite controller / scuff controller
C920 webcam
And I just got my holo lens and am excited to see how its going to work remote desktop with this and to capture video from holo lens. So far xbox app works great and edge and groove.

So I know the cpu does not support 40 lanes pcie but the board does so was thinking of upgrading to accomidate that.
Aswell Asus told me I can not use the 950 Samsung drive if I use SLI however in bios it says move second card to port 4 and then I van run the nvme. But because of cards thickness I'd loose slot 5 and thunderbolt as I was told it can only be ran in slot 5. I run thunderbolt for a 10tb LAcie 5hd striped raid unit I have.
Also I'm having problems with the elgato as of recently when I updated the system I switched the system to sli and moved the 950 out and replaced with the two 1tb 850. reformatted then it started only recording for 2.41 minutes. then video froze but cam and my audio worked fine just no input feed but pass thru stays active never cuts out. Seems like frame rate drops spiraticly into the 30's and then up and some times it reads one fps etc....I sent the info to elgato they said its the new drivers for the GeForce cards but no idea how to fix yet.

I use this for gaming and as well I want to start streaming xbox games again and learning to do PC again if I can map it to a xbox elite controller or atleast off the keyboard as sit feels so foreign.
Also right now my pcie shows 16x card one card 2 8x in slot 3. Asus says its cause the thunderbolt cards plugged in if I unplug it will go to 16x. but from what it says if I use the nvme it will go down to 8x again....
So right now I'm looking to see what I can do to workaround or make the best of what I have or what needs to be switched. I will be adding more Ram full 128gb in the next few weeks. The settings are all stock I did use the software to do sli mode enabled. And I didi use the bios overclock feature 17% cpu and 14% ram it said.

any ideas on the elgato?
Any thoughts on upgrading the cpu to something that will handle 40 lanes?
Also what can I do to overclock this versus asus auto overclock tool. Not sure whats ok settings to go with?
IS the NVME better to run then the two 850s in raid or whats the best option for speed?
Is there a better motherboard choice to make this work better or have more pcie options?
I'm planning on upgrading to two titan P cards this fall and using these in a system I'm building for a friend with stuff I have from the system I just was about to upgrade.
Also I would like to run each of the sets of hd's I have in raid but I can only run one raid at a time I was told with the mobo raid support. Any suggestions on that?
Also I would like to run two-to three curved monitors (my thought was ROG SWIFT PG348Q) for my main monitor for reading web and doing photo and video editing As well for when I stream. But looking to do a benQ XL2730Z or RL2755HM Depending on which is better as I'm not sure yet. as a 3rd or 4rth monitor to use to compete via console game as well computer game so that I have a faster hz and input then the rog swift. An thoughts on that and can I run the rog swifts as reg monitors as one large desktop and the benq as a second source like 2nd desktop?

Your motherboard has shared M2 bandwidth with the PCIe_3 slot. If you change your cpu to a 40 lane one, if you install any M2 drive, the 3rd slot of PCIe will run at x8. Nothing you can do about it. The 2nd PCIe slot is speced a 2.0 x 16. Can you install the 2nd card at 2nd slot and see if all components works or not?

You do not need 40 lanes imo. If you really need it, you have to change your cpu.
Even if your cpu provide 28 lanes, your chipset provides some pcie lanes. WIth 28 lanes you can run 3 PCIe cards at x8, so i don't see problem there. The M2 slot is a X4 pcie slot.

Right now Its 16x first card - 8x second vid card and thunderbolt card is in slot 5 but doesn't seem to be working properly its turned on in the bios and wired but device doesn't come up. IF I went with a 40 lane cpu though I would be able to run 16 first 16 second card and 4x m2 and thunderbolt? also can you use slot 3 at 16x with a m2 if I change processor or do I have to go to slot 4 and then run m2 as I understand it uses same lanes as slot 3. and slot 4 can only do 8x correct?
