Do I need thermal paste with my Stock CPU Cooler?

Hello everyone,
This might be a stupid question, but do I need to apply thermal paste while applying my CPU cooler?

Yes, you need to re-apply thermal compound every time (before) you apply the cooler.

Does that apply to stock coolers that came with the CPU?

Thermal compound may or may not come with it, heatsinks will usually come with thermal compound pre-applied (if it's new)
