Serious 3v3 voltage drop to 2.46v

Hello,

While stressing my CPU after an overclocking, I look at the CPU Vcore voltage to see if the voltage I set is respected. So I use SpeedFan to monitor the temps and voltages and I see that the 3v3 line is dropping like crazy to 2.46v

Does anyone else have this problem ? Is it dangerous ?

My config :

Corsair VX550 (yeah, I know, starting to get old)
Gigabyte 970A-DS3P (rev. 3)
8GB of corsair vengeance
3x500GB Seagate Barracuda 7200.12
R9-390 8GB (Sapphire Nitro)
AMD FX-8320 @4.3Ghz cooled by a TX3 Evo

I think I'll replace sime bad caps, brcause it really looks like one or two went magic smoke'd :p
And I have random crashes when doing stability tests :/

Okay, so SpeedFan is telling me bullfeces : my 3v3 is at 3.2 at its worst xD (tested with a Tektronix CDM 250)....
And my bios tells me that i'm at 3.34v, so yeah, nothing more reliable than a good multimeter ^^ and i could stabilize my overclock at 4.319 Ghz :p (because of the high temps in my house, no 4.4 for me now)
