How to limit maximum RPM of CPU fan

Hello everyone
I want to somehow limit the maximum RPM for my CPU fan, it's rated maximum is 1800 RPMs, and when I'm rendering or doing something intensive it keeps my CPU at around 70°C which is perfectly fine for full load (i7 3770k @ 4.5GHz).
But, sometimes some tasks just push it a little bit more, and it start spinning higher then 1800 (up to 1880). It's at these speeds that it starts making an awful noise, not normal high fan speed, but some kind of grinding sounds. Which is why I want to prevent it to go over 1800, ever. I'm perfectly fine with having my CPU running one or two degrees higher for short time.

I tried with Speedfan, but as far as I can tell it operates based on temperature, which is not what I want, settings in BIOS are doing the job just fine, and the maxim value in fan speeds tab doesn't seem to do much, although it's quite possible I'm doing something wrong.

So, long story short, how to set maximum RPM for CPU fan (there is no such setting in my BIOS).

Because this one is perfectly quiet, even at maximum 1800 RPMs. It starts to sound "unhealthy" when it gets over it's rated maximum.
