My target PC build (Asus H170 Pro / Intel i5-6500) can support 2133/2400/2600 MHz RAMs but will run only at 2133 MHz.

I've following two choices for RAM-
(A) Corsair / CMV8GX4M1A2133C15 / Value Select / 2133 MHz ~ 36$ (Amazon)
(B) Corsair / CMK8GX4M1A2400C14 / Vengeance LPX / 2400 MHz ~ 41$ (Amazon)

As 5$ is not too much, is it better to buy (B)?

2400-14 is technically a fair bit better than 2133-15 but will make little to no difference in actual use.

Also, unless you overclock, the i5-6500 only goes up to 2133MT/s RAM.

You may be able to run the 2400-14 RAM at 2133-13 (two cycles lower latency than 2133-15) for slightly better performance without overclocking anything. Again, this would still be a very small performance boost most of the time.

If you don't mind paying $5 more for a (very) modest performance gain, get the 2400-14 and run it at 2133-13.
