I can open the Apps & features then I click on one of them Simple Sticky notes up come uninstall screen I click uninstall then another screen up say's This app and its related info will be uninstall I click uninstall Then another screen says Do you want to allow this app from unknown publisher to make changes to your pc ? I click no then it goes back to the first screen showing apps

When you click no you are telling the system to not let that app make changes to your system. It obviously has to make changes to uninstall itself.

So I clicked yes and now it tells me that Simple Sticky notes is currently running I have not started it just say's running

Yes that worked thank you very much I learned something new today !! task manager!!
