After the PC boot's I noticed that CPU get's quite warm.

After the PC boot's I noticed that CPU get's quite warm. Is that normal?
I mean, the Package is around 45c. I know that the the package,At that's what I heard.
The question is,, are the temps higher once a system starts up?

After I let the system sit idle for 30 min's or so and the temp are around 25-30c. It doesn't help that the temp's out side are around 29c & inside 22-24c.

I just up the AC around 21c.
I closed the shades so it'll be quite cool inside the room.
So my PC will be nice cool..
