CPU Temperature being "bottlenecked" when playing a game

I recently built my computer about a month ago. When building, I did run into a DOA Ram stick and had to get a new one. After that, since today, everything was smooth and fine. My PC Specs are:




CPU: Amd fx-6300
GPU: Gtx 960 SSC
Mobo: GA-970A-DS3P
RAM: 8 gb Crucial Ballistix
HDD: 2 tb Seagate
Cooler: Hyper T4 by Cooler Master



Before i ran into this problem i ran Minecraft all high settings at around 200-300 fps and Team Fortress 2 at 300 fps locked. About 3 days back i noticed a little dip in the fps i thought it was weird so i restart and its all fine. and Since yesterday my PC has been really weird. TF 2 is running at 30-60 at all low settings, same with Minecraft. When i check my CPU temperatures using Core Temp it is merely 20 degrees Celsius. Before the problem occured my cpu used to hover around 30-40 on load and 20 on idle..... So i decided to run a stress test, all my thermal margins and temperatures are just right. I decide to overclock my cpu, from 3.5 to 4 ghz, that did help a little but still no success, Whenever i start playing a game, the cpu temperatures boost up to 30 (which is the temperature i am supposed to be averaging) and give me great fps but then after about 3 seconds the temperature drops to 20 and refuses to go up... The temperature seems to be getting "bottlenecked" when i play a game, help anyone?
 
Solution
Yup it could be the PSU. Can you borrow another and test with it.
I woudl still upgrade windows just to cross Win off of teh potential list of culprits.

I kinda feel like I doubt your CPU temps would be 30-40c load running on a mediocre air-cooler. Try using another temp monitoring software a lot of people recommend Hardware Info, I like NZXT Cam try one of those!

I have tested my temperatures with many programs, they all say the same thing, i even downloaded AMD Overdrive and the thermal margins matched the temperatures.

Before upgrading to windows i wanted to make sure what was happening, and here is what has been happening. When i play a game, my cpu clock speed is at 3.8 ghz but soon after the cpu seems to declock itself and i get low fps. When i start off a game the cpu speed is fine but then the speed flucuates from 1.32 to 2.2 ghz for a minute and then sets it clock speed to 1.32 ghz (the speed when the pc is idle)...
 
Looks like you CPU is getting throttled. Either the MB is not able to feed it the current it needs due to poor VRM design, or the PSU is acting up. Seeing as you said you were able to run just fien for a while, my money's on the PSU. What make/model is it?
