I'm trying to figure out why my CPU is running so hot. I used the stock cooler at first, it was installed professionally. Windows 7 doesn't freeze, but Windows 10 freezes constantly. I installed a new cooler with proper thermal paste and no change. I have not overclocked this at all, but I suspect the Z97 BIOS is doing something weird? I just ran the "EZ Tunning setup" thing.

Idle: 30c-40c
Under load: 100c

The MHz doesn't seem right. According to Intel Ark, it should be idling at around 4GHz, and 4.4GHz max turbo. Not 4.6GHz? The pictures below show what I mean.

I checked the bios, it claims the vcore is running at 1.2v. Something called "CPU input voltage" is at 1.808v though? I know nothing about overclocking, but it seems the CPU is being OC'ed into oblivion here.

EDIT: I discovered the EZ Tuner will actually overclock your PC. They never mention this. I reset the bios, however, I'm still seeing the weird GHz and high temperature under load. It now only jumps to 160 watts, still 100c, and it's still reading at 4.6GHz in CoreTemp. The idle temp is still 30c - 40c. I noticed the TDP is 88 watts...I can't explain why it's jumping to literally double the TDP.


Under load, the CPU jumps to 180 watts.
 
Solution
Look in the BIOS and make sure "Internal PLL Overvoltage" is disabled. It is on the AI Tweaker page, usually near'ish the top. I had that issue when I first built this PC and it took the longest time to figure out why so much voltage was being pumped into the CPU for absolutely no reason.

You will have to do that after the reset because it defaults to "Auto".

try manual voltage from the bios and see if it helps. try to set the vcore to 1.150v OR Try updating the bios to the latest version you can find it here https://www.asus.com/support/Download/1/45/6/5/O9LgbQvMolVn73h7/45/

Yes I would agree with Aladdad. First update the BIOS if there is a newer version. But then I would reset CMOS by removing battery or jumper method.

And yes you could be getting too much voltage. Go into the BIOS and reset everything to default settings. No auto voltage, no XMP RAM, nothing. All defaults. Then recheck it with CPUz.

Also I have to suspect a mounting issue and TIM issue. If nothing else is working, I would remove cooler, thoroughly clean CPU with 90+% Isopropyl Alcohol and then reseat cooler, making sure it mounted down tightly.

My wife's rig has a i7 4790k and is very similar to yours. It's idles in the 20's (C) and hits mid 50's under load. I've never seen it go over 60C.- so you definitely have issues (I used MX-4 paste and a Corsair H80i cooler).

Her MSI board has a feature called "Enhanced Turbo" which cause the 4790k to run constantly at 4.4GHz, but temps still stay low. Maybe your board has a similar feature.

OK WOW...Holy crap, found the problem.

First, I completely reset the BIOS. No change.
Next, I installed AI Suite 3 for my motherboard.
Next, I used it to update the bios. No change.
Finally, I went into the TPU menu, and it's bloody overclocking it!

No matter what settings I put in the BIOS, no matter if I reset the BIOS, it's overclocking. By default, it's overclocking.

So in AI Suite, it's set to 1.3v.
I choose "set defaults". It restarts, does it's thing, it's still at 1.3v.

I manually set the slider all the way to zero, and now it says "default" for the vcore.
Restart the computer, and what do you know...Normal...bloody...temperatures.

AI Suite was installed after the fact, just to verify that it wasn't overclocking. But yea, it's getting uninstalled right about now.
