Troubleshooting Building an Intel Computer

Hey guys,
I am building a computer for the first time and I've been hitting some troubles. I assembled everything on the motherboard and decided to boot it just to make sure everything works fine before putting it in the case. When I turn it on, my cpu cooler works fine but my gpu doesn't. The gpu fans spin for only a few seconds and I don't get the vga signal to my monitor like I should. Also even though my power supply provides the power for the cpu cooler to function, its own fan doesn't spin and I don't know why.
My friend took the gpu home to try it on their computer and they said the gpu still didn't work so at this point I think I need to get a new gpu?
I also want to make sure my power supply is fine and wonder if I can go ahead and put the motherboard in the case anyways and attach a gpu later when I buy one.

Thanks for the reply! I just rma-ed it but just to be clarified, the psu might make the cpu cooler spin(like it did with mine) but if the psu's own fan doesn't spin then it could be a dead unit right?
 
the psu itself might be alright, and hence generating power to the cpu, but the integrated fan might be defective and hence not giving enuf cooling to the psu...in that scenario, it can heat up and malfunction....
another factor which u shd remember is, a lot of psu comes with temp controlled fans...but they shd also always spin on startup and paperclip test...
