FPS Stutter/Spiking on all Games [SOLVED]

Before I start, here are the specs:

CPU: i5-4460 3.2GHz Quad-Core
MOBO: ASRock H97M PRO4 Micro ATX LGA1150
RAM: Kingston HyperX Fury Blue 8GB (2 x 4GB)
Storage: Sandisk Ultra II 120 GB SSD & Seagate Barracuda 1TB 7200RPM HDD
Graphics Card: GTX 970 4GB Superclocked ACX 2.0
Power Supply: EVGA SuperNOVA GS 550W 80+ Gold Modular
Case?: NZXT S340 ATX Mid Tower
OS: Windows 10 64-bit

Alright, the issue I've been having is that all my games have this noticeable stuttering and spiking. This started recently, and it has been an annoying issue ever since.

What I've tried to fix the issue:
-Updated MOBO Drivers
-Updated Graphics Card Drivers (even rolled back an update)
-Updated Intel Drivers
-Reinstalled Steam
-Ran multiple stress tests on CPU, RAM, and GPU
-Deleted some software that was unncessary
I've observed CPU usage after running CSGO and I can't pin point anything because the usage is normal.

The games that I usually play are CSGO and Fallout 4. On CSGO my FPS go frop 250 to 90 and it's frequent occurrence. Fallout 4 is similar, but not as bad. I've even tried Rust and some smaller games.

I'm bummed at this point, so I'm looking towards the community for some assistance! My question is, how can I fix this stuttering?

Update:
So I just cracked open my rig and decided to reinstall the heat sink and make sure that all my components were tightly secured. Since I did build this rig less than a week ago, I assumed that there were some loose parts. And that was it. I tightly secured the heat sink and no more stuttering. It's safe to assume that the CPU was over heating, but nothing was happening since the placement of the heat sink was horrible.
