Solution

No, but it will limit the speed of the computer and shorten the life of your motherboard.

The ASRock 970 Extreme 4 motherboard has VRMs (power delivery system) which can overheat with a FX 6300. An overclocked FX 8320 is certain to result in thermal throttling of the motherboard, eventually. It seems that you have reached that point.

As a test, temporarily use zip ties to move a case fan to blow directly on the VRMs. (components between CPU socket and rear I/O panel)
