CPU Overheating issue. ( i5 3470)

I am having i5 3470 for about a 3 year now. About 3 months ago , my CPU was overheating badly , so much so that , computer froze and restarted on its own , displaying the overheating message on BIOS interface. In the BIOS menu i found out that my CPU was overheating progressively and the fan speed was NOT increasing simultaneously , immediately i got the hunch that my fan is not capable . So i replaced it with another stock fan of intel and to my surprise it worked really well , i was able to play demanding games again without any interruption. But 3 days ago , while playing witcher 3 , on the loading screen the game froze , the loading icon was rolling continuously , without any progression. After a while i pressed the restart button , only to find that my CPU is overheating again. I checked on the BIOS menu and found that my CPU temp is over 80C and the fan speed was 2428 rpm. I am able to do normal computing like browsing and watching movies but whenever i start witcher , it plays smoothly for about half an hour and again it freezes. I looked for the solution online , the only viable one is to buy an after market cooler. The preferred one so far is Cooler Master Hyper 212x. My question to the perusing one is that whether installing a cooler will solve the problem or will the heating issue persist. As i do have money to buy a new motherboard and processor. (the money i saved for GTX 1070 :) ) . So if i go for the cooler and the problem is not solved , i would waste 50$ for nothing. Please enlighten me , i am really confused . Please note that my computer is functioning well while i am not gaming. Is my CPU bad or is the cooler bad ? Guide me intellectuals.

You shouldn't have any issues since your not OCing. You cleaned off the old thermal grease off the CPU when you put the new one on? You sure the four post are all securely holding the CPU cooler against the CPU. See if you gentle try to wiggle it if it is firm or moves. You have it plugged into the proper CPU fan header on the motherboard?

Keep in mind if you do go to a aftermarket cooler like the CM Hyper 212 EVO you may need to pull the motherboard out to install it since it may require a backing plate installed on the underside of the motherboard.

Have you checked your thermal paste and made sure the cooler is attached securely to the motherboard? Those stock Intel coolers have a somewhat janky system to hold them to the motherboard and the pins pop out a lot. Make sure the cooler is sitting directly on the CPU and that there is plenty of (good) thermal paste in there.

I didn't cleaned off the old thermal paste and applied a fresh paste when i put the new one in, do you think this might be the problem . Yes , it is securely holding and attachment is proper.

I had no idea whatsoever about the thermal paste , i never applied it , i guess that is the problem. How do i get over this ?. Should i clean the dried paste with iso propyl alcohol and apply the new paste ?

Yes, that should work.
 


Yes, that could affect the cooling. You should remove all the old thermal grease off the CPU and the heatsink. I use rubbing alcohol and a Q-Tip and be sure both surfaces are clean. Alcohol drys very fast once dry apply new thermal grease many use the pea method I prefer to spread a very thin layer you can see thru across the top of the CPU. Then a fix you CPU cooler and proceed securing it and connecting it up.
