Is this PC worth liquid cooling?

Here is my proposed PC:

and my budget is ~1200 dollars. I plan to build in January 2017. I am not sure if I want to liquid cool the CPU with a cheapish ($60-$70) closed-loop prebuilt cooler so I could overclock more.

Side question: is it worth getting a 1070 or should I wait for the 1060? I want to 1080p and 60fps on ultra (Overwatch, BF 1 when it releases, stuff like that).

That's a very bad idea. Thigs progress fast in this doamin, prices go down etc.
Only do that if you, for, example snatch a killer combo deal on a CPU and mobo. Though even that is a bad idea because AMD will launch Zen sometime in the future.
Basically, get teh whole systeam when you want to build. Trust me on this one.
It's too early to be asking this as many things will change by january.
that being said, no liquid cooler under $100 is worth looking at as the are all outperrformed by air ones like you have in your build. Only 2-fan 240 or 280mm ones are worth considering, but, seeing as tehy are less reliable and silent that a good air cooler like the nh-d15 or be quiet! dark rock pro 3, i always recommend going with air. Plus, Skylake hits an overclocking wall well before thermals become a problem.
Also, i would get the 1070 if you are buying now, but seeing as SMD are lounching Vega in october, like i said, your question is invalid now.
