Asus Maximum Hero VIII Hero Alpha won't POST/No Display

Hi, I am building my second computer, so I am not a veteran but I have seen everything before at least once.

However I am having a lot of trouble getting my new computer to boot.

The Basics:

Motherboard : Maximum Hero VIII Hero Alpha
RAM: Corsair Vengeance LPX 32GB DDR4 DRAM 3200MHz, I am using just 1 stick to try to post.
CPU: 6700k
PSU: PC Power & Cooling ZX Series OCZ-ZX1000W
Display is a Dell UltraSharp U2412M

The monitor is connected by a displayport (monitor) to hdmi (mobo) cable.

I have other components I'm trying to install later (drives, gpu, etc) but I just want proof this damn thing will boot.

When I start up the computer, the lights turn on and the fans spin, but no display goes to my monitor, and the error code gets stuck at "99", which is I/O initialization or sometimes "b6", which I can't find.

I have tried changing ram sticks and slots, and i even got a replacement identical motherboard with the same issue. I am not sure what to do.

I am not at home right now, I will be in a few hours, but iirc without any ram installed I couldn't even get the fans to spin.

For cooler. its a Noctua NH-D15

One other thing I forgot to mention is that while it hold code 99 on the mobo, the yellow led is solid and lit. This is why I tried changing my RAM but it didnt change anything.
