What's the best budget CPU for an RX 480?

Im planning of building a 1080p budget gaming build with an RX 480. I really want this card in my build, so I just need the best processor around the $100 price point. I was thinking of putting in the AMD Athlon X4 860K. How hard will the 860K bottleneck the RX 480? Are there better CPUs for the same price?

The 860k would bottleneck pretty hard. Are you not taking the motherboard into consideration? If so, the i3-6100 (about $120) would be the best option in around that price range.

can i still use my old ddr3 ram if i get the 6100 with an apropriate mobo?

Not unless it's 1.35V DDR3-L (doubtful).
