CPU Idling At 60+ Degrees Celsius

Hey Guys I recently built my first custom built PC. I noticed that the CPU is running at 60+ idling. Anyone know how to fix?

-AMD X4 860K - CPU
AMD R7 360 - Graphics Card
120mm Intake - Fan
90mm Exhaust - Fan
Gigabyte AMD FM2+ A68H - Motherboard
Stock AMD CPU Cooler
8 GB DDR3 1600 MHz - RAM

CPU Info:
4 Cores
4 Threads
Code Name Kaveri
4 MB L2 Cache

You are quite the time consumer indeed.

Some reason your cpu isn't even downclocking. That would explain some increase in heat but 60c is still hotter than normal. Maybe remount your cooler.
