PWM Fan - Adjust Max Speed

My standard AND CPU fan makes a racket at full speed.
My idea is to replace it with a better larger fan that pushes more air at a lower RPM and thus reduce the noise level.

I have a good 120mm four wire fan I can use.

How can I adjust it's max top speed yet have it run normally otherwise?

Solution
1| Do not strap on an aftermarket larger dia fan onto the stock AMD heatsink, it'll affect you cooling to warrant buying an aftermarket cooler/heatsink altogether.
2| You may also want to state your full system's specs in order to make sure that you're connecting the wrong component to the wrong header.
3| Not all 4 pin fans will be "good" since there are a number of them in the market ranging from good to bad to mediocre. Not to throw salt on your wounds, but you should try to be specific with your parts.
4| PWM fans will operate off of any 4 pin fan header on your motherboard but true PWM signal isn't sent for all boards across all headers and the best place to connect them is off of the CPU_FAN header since that is guaranteed to...
