GPU Upgrade (and PSU)

Hello, im thinking in upgrade my video card, it's getting old and with recent releases, price drops, etc i think it should be alright to upgrade in these days.

Specs:
Windows 10/7 64Bits
i5 3330 @ 3GHz - Stock cooler
(AMD) ASUS HD 7750 1GB DR5
4GB Ddr3 1600 (will upgrade to 8)
ASUS Maximus V Gene
Case: Sentey Halcon 2 - 6 120mn fans
PSU: Sentey BRP 700

Then the common rest,mouse,key,headset,etc.

My question is: I've heard the PSU is low quality (says 700w, but gives around 70% power, so i think is 450w) and i wanted to upgrade to a GTX 950 or 960/ R7 370/380.
Is better upgrade first the PSU and wait some time to get any of these (or new) GPU's?
Or this PSU is "enough" to upgrade now?

If you're fine with your PSU, upgrade your graphics card. I personally will change the PSU not because of the power but because of the quality. I'm afraid that PSU will explode anytime soon. I'll personally buy a good PSU from Corsair, Seasonic, Silverstone, etc.
