Low CPU and GPU Usage While Gaming

I have a GTX 960 and AMD 860K with 8GB of Ram and am noticing low GPU and CPU usage (on all four CPU's) while playing games, I don't know if its just simply bottlenecking or if there is something I can do to increase the usage of them. I have tried setting the priorities on the games to High and Real time but obviously that's not going to help very much. The GPU usage was about 59% and never hit 60% and the CPU's usage was typically 50-70%

Bottlenecking happens when one side of your components is being taxed and is required more of during a task. If you're saying that both your GPU and CPU are at the same then you're not going through a bottleneck. I should point out that the CPU you have can and will be a bottleneck but the point you forgot to state in your post is which games you're running to suffer the issue you've stated above. Some title will tax everything while some will only tax a portion of it e.g: Battlefield tends to tax the CPU more than the GPU(for Battlefield 3 and 4 at least).

You might also want to share the rest of your system specs, better yet, pass on your full system's specs.
