PC Won't Turn Off While PSU Connected

Without pressing the power button, immediately after I connect the power cord and flip the power switch on the PSU my PC boots up.

No problems while running. I can play games and browse with no issues.
However, when I turn my computer off it will only turn off for a few seconds before restarting. This has prompted me to begin a routine of unplugging the PSU and flipping the power switch in the few seconds it remains off then plugging it back in when I mean to use my PC. For at least 4 days so far it has been this way.

I'm worried I have a short circuit and that my motherboard and potentially other parts are being damaged.

Build:
3 HDD: 2TB, 233GB, 1TB
MB Gigabyte GA-B85M-DS3H-A RTL
VGA EVGA GTX 960
PSU EVGA 100-W1-0600-RX REC (600W)
CPU INTEL CORE i5 4460

What I've tried so far:
Removing battery, waiting 1 minute, putting it back in.
Pressing "reset to optimized defaults" in the bios.
Through regedit, changing the value for the PowerafterShutdown file
Device Manager>network adapters>Power Management> unchecking "Allow this device to wake the computer"
Setting AC BACK in the bios to Always Disabled (it was defaultly set to this)
