What's causing my bad CPU temps?

I have a 1 year old PC and my CPU is an amd a10 7800. The max temp according to he description is 72C but my CPU reaches 60-75C idle and up to 95C under load. At first I thought because I had no case fan so I bought one it barely helped. Then I reapplied my thermal paste it barely helped too. What is causing these temps?

You state the temperature of an APU and not the thermal margin of it. Thus the first thing is: http://www.tomshardware.co.uk/faq/id-2122665/understanding-temperature-amd-cpus-apus.html

If you aren't using AMD Overdrive, then temperature readings are inaccurate no matter what hardware monitoring software you are using (so it seems). Install AMD Overdrive first and check your thermal margins. Ideally it should be more than 20 deg C under load.
