CPU overheating problem

A friend of mine had his cpu going up to 85c when gaming, gpu around the same temperature.
His case is very small, so there isnt much room for cooling.
After installing 2 fans on his side panel(there isn't room on top or the front) the GPU temperature went down 20 degrees, with a 2$ fan blowing into it.
The other side panel fan blows directly into the CPU, and it blows with more than double the power of the one blowing into the GPU, yet the CPU temperature hasn't changet AT ALL.
Help.

It has some dust in it as we didn't have time to clean it, but it's not sticky with dust or something, so that air can't get to the cpu.

Clean the dust and re-evaluate, as all dust hurts cooling. If teh temps remain teh same, an aftermarket cooler...
