I think my computer is under performing greatly I can't figure out why.

This is my first time asking for help so forgive me if I don't say something important just ask and I'll put it up.
As the title says I'm having difficulty figuring out why my pc is underperforming while playing games in general games like,
FPS 1080P
fallout 4 maxed out settings in some areas it can go down to about 35 but usually at 55-70
cpu at 70% load and 42 celsius
gpu at about 50% load and 65 celsius
arma 3 about 20-30 on maxed out
day z 30-40
dungeon defenders 35- 55
and more
as for my parts i have a gtx 1080 pny , AMD FX-8350 Black Edition Vishera, HyperX 8GB (2 x 4GB) 1866 and G.SKILL Sniper Series 8GB (2 x 4GB) 1866 , MSI 970A-G46 (motherboard), Western Digital Black WD1002FAEX 1TB 7200 RPM 64MB Cache , ZALMAN CNPS10X OPTIMA 120mm FSB (heatsink), CORSAIR CX series CX750 750W 80 PLUS BRONZE (power supply)
I run windows 10, I have tried to update my bios but it's not supported anymore so can't do that , I also tried to do a clean instal of the gtx 1080 drives but it didn't help, i have used heaven DX 11 benchmark to test to see if it was somehow a faulty card but it runs that at a min of 85-115 max while on max settings I have also noticed while playing fallout 4 my hdd sometimes it gets to 100% usage.
If you need more info I will help the best I can, and any help to my problem would be greatly appreciated thank you in advanced.

update 7/14 ok thank you all for answers I see that i should update my cpu and motherboard as it is about 4 years old now what would you recommend me getting like a 6(virtual12) core intel like the Intel Core i7-3930K Hexa-Core Processor 3.2 or something less also what kind of motherboard should i get also if i were to upgrade.
 
Solution
Well if you have the money you might as go for the hexa as it will help if you run everything off one computer even better but my opinion is that a standard Skylake i7 will be fine
-You need a better CPU, that one is old architecture. Core count isn't everything.

-Your CPU is almost certainly bottlenecking the GTX 1080

-You have a terrible tier 4 PSU (lowest of the low) which will most likely die from the strain or damage your parts.

-You also have mixed two brands of RAM which is not ideal at all.

That's all really...
 
Fallout 4 is awful. I've tried alot lately to get it running and it does....until I hit a large city where it decides to just use 60% gpu and drop frames. Every tweak tried. So don't worry there it's just a horribly coded game.

However as above, your cpu is holding that 1080 back. What resolution? And yes mixing ram not good but likely not the issue. That gtx1080 will be doing all it can but the now 4 year old FX can't keep up

I can run it at:
-1080p
-Ultra textures
-Shadow distance on medium
-View distances maxed
-all other settings on high
-all post processing effects on
-TXAA (high)
-x16 Antistrophic filtering

I get a clean vysnced 60fps with not issues, thou I do run it in borderless windowed to remove stutter.

The games buggy but not that buggy.
 
I do believe it's much better on nvidia hardware. Prime example, that place with the big steel mill or whatever, overlooking the town, I see 65% gpu and 60% cpu. 1080p, maxed but god rays and tessellation off. All drivers up to date. Oc'd 390 and i5. Fps at 40. It's clearly something between the game and drivers and well documented. Given up on it now.

I'm.also using tweak tools for it and set evrrything to be as amenable with AMD GPUs to no avsil.
 


Ye on release AMD cards were performing terribly, I don't know about now

First of all I see that you have different RAM Modules from different manufacturers, although that doesn't cause slow frame rates but its not optimum to use two different companies for RAM Modules.

Secondly your processor is the one that is bottle necking the GPU framework the new 1080 GTX which is primarily based on pascal architecture the maximum output of this can be seen on intel new skylake processors.
 
Yep - just cause 3 is another. Only the recent parch has solved it. Everything smooth at 80fps ultra then bang, hit a city and gpu usage drops t0 50% whilst fps dip to 50. Infuriating!

On the other hand, doom, black ops, far cry (eventually) all make excellent use of cpu and gpu maintain frames!

An haswell i7 or Skylake i7 will be totally fine. The Hexa-Core processors are only really for video, music, game modelling and music editing, no game will fully utilise a Hexa-Core processor really and it is completely overkill. A standard i7 4790K or i7 6700K will be fine.

sorry forgot to mention i stream games as well but oddly enough it doesnt hinder the fps what so ever as i test it many times and never see any frame drop but like 1 or 2 frames but that could be just the game too, also i use 3 monitors , as for cpu which would be better or will the hexa core really not help with that?
