I'm looking to upgrade my prebuilt pc into something better. The original pc model is HP Compaq Elitebook convertible minitower. I think I got the case part covered, so I'm free to spend the rest of my money into hardware. What's the best hardware I could buy with $400?

Even if you already have a case, $400 isn't really enough for a gaming PC, unless you buy used parts, and then you get no warranty on them.
I'd advise waiting until you have at least $600.

we would need to know what is in the prebuilt, it greatly changes what you would need to buy. Some prebuilts come with a solid CPU, in this case you would just need a GPU, and maybe a PSU....
