Need help choosing between these two builds

So I have these two builds and I should decide which one I'm ordering today. The first build is from a local store so the parts are a bit more expensive. I'd also have to go with a less powerful GPU.

The second build is from a German website and it's a bit cheaper so I can afford the GTX 1070. This one doesn't include hard drive or case. I'll be using the same case and hard drive (if I can afford the hard drive) from the first build.

What do you think? Which one should I go for? Is the 1070 that much better than the 970 that it would be worth it to order from Germany? Any thoughts are appreciated!
 
According to the reviews I've read, yes, the 1070 is way better than the 970, in most cases the performance equivalent of a 980Ti.
So if the shipping cost does is cheaper than the price difference between the 1070 and 970, by all means, a good buy.
 
Upgrade the motherboard to a B150 or H170 chipset, get some better RAM and the second build is superior. That said, the GTX 1070 is overkill for anything less than 1440p 144hz, where you'd be far better served with an RX 480 or the upcoming GTX 1060.

The GTX 1070 is a huge leap over the GTX 970, but again, it's only of any use if you have the monitor to justify it.

I have a 144 hz monitor. The second build costs ~1025 euros including the shipping. Can I upgrade the RAM or motherboard so that the price would stay under 1100?

If your monitor is 1440p then a GTX 1070 is the way to go. Otherwise, an RX 480 or GTX 1060 will be far better value for money.

What's the difference between those two motherboards? Is it really noticeable? I get the RAM issue though

So I'll go with the ASRock H170 motherboard and 8gb G.Skill DDR4-2400 RAM u linked. The price stays well under 1100. I'm thinking of sticking with the 1070 though so at least I won't have to worry about the GPU if I ever upgrade my 24" 144hz to a 1440p monitor, right? And the price is under my max budget so it doesn't hurt I guess
