It actually has 2 18a 12v rails with a combined max of 27a(324w). Which would be enough for a gtx 950 but given the psus low quality construction there are other concerns that make it not recommended.
550-650w? Really? The Zotac AMP version is overclocked and uses 118w avg with a 144w peak. Depending on the rest of the system specs the OP would likely be just fine with a good quality 350-450w PSU.
