Motherboard features confusion

In the features tab, it says it has pcie 3.0. The box says the same. But when you look at the specification tab, it says it only has pcie 2.0.

Is it just some marketing gimmick? I know pcie 3.0 is backwards compatible with 2.0 slots. It doesn't really have 3.0 slots does it? I've read in wikipedia that ivy bridge are able to support 3.0, which 3470 does. I was under the impression that the specification can only be featured by the motherboard from the rx480 power news. Is it really based on the cpu?

Also I heard non k cpu can be overclocked upto +4. When I try it with this motherboard using the bios MIB III, cpu ratio can't be changed at all. There are options to enable/disable speedstep and/or turbo. But fiddling around with either one still won't let me change any of the ratio or even voltages (not that I want to, but kinda pointless to put it there if it's locked anyway). I'm using an i5 3470. Are there some revisions that just have plain locked multipliers or is the board just not capable of overclocking? I've seen videos of it oc on non Z motherboards.
