System Upgrade Advice

So this is my current build:
i3 4130
ASRock H81M-HDS
8GB DDR3
R9 270

Usage: light graphics work plus heavy gaming (Tomb Raider, Call of Duty, Witcher 3, etc..) at 1080.

Now I want to upgrade, I'm torn between staying with Haswell or upgrading to skylake. When I bought this system I was short on money so I had to make some shortcuts (like the mobo). So while I don't want to make the same mistake again, I really don't want to overspend as well, especially if I'm not getting that much performance increase in advance. So these are my options right now:

Option 1: replace the cpu only with the i5 4670k (which will cost me from $125 to $200 depending on whether I manage to sell the current cpu)

Option 2: the skylake route: i5 6400, Gigabyte GA-H110M-S2PH, Kingston HyperX FURY 8GB DDR4 2400MHz CL15 (which will cost from $250 - $390 again depending of selling the current pars)

Option 3: same as option 1 plus replacing the 2*4GB sticks with 2*8GB sticks, but I'm not sure whether that will have a big impact on the performance.

Kindly keep in mind that my choice of these parts is strictly limited to what's available around here (Egypt) and the same applies for the mentioned prices.

I'd very much appreciate your help. Thanks

Solution
if you want to improve your gameplay buy a good graphics card first like a rx 480.

second : the i5 4460 is a grea solution for a cpu its really powerfull and wont bottleneck anything.

I'm waiting on the graphics card for now till maybe the 1060 is release to have a better picture on where things stand. Plus it's not really dependent on the other system components and I'm worried the i3 would bottleneck a more powerful card.

So you think I should stay with the Haswell? (I'm guessing you meant the 4670k, cause ironically the 4460 cost more here!)

Great. But if i got the Rx480 or the 1060, would they be bottle-necked by the i3? That's my concern right now.
