I currently rock a 860k and a crap mobo. Looking for a upgrade with a budget of $275. I currently already you have ddr3 ram so no skylake cpus thank you!

So you would rather spend $275 on an already old dated platform then spend another $35 on 8gb ddr4 memory. Doesn't sound like a very wise investment.

Sorry for not messaging back to you about overclocking and the use of my pc. I already have the 212 evo and I want to overclock. The pc is going to be used mostly for gaming.

I read what the OP said just fine.
I disagreed that upgrading into an already outdated platform was a good idea just to avoid the $35 more for ddr4 memory.

The OP can buy whatever they want, but I was just voicing my advice.
 


This is true, but with the very specific budget and insistence on using DDR3, it seems pretty clear that OP wants to save money but still have a great build, H110M boards do not have very good features due to their entry level design, and the i5 6500 does not offer significant performance increases over its haswell counterpart, so in that sense they are very similar. It is not worth upgrading to skylake imo if you already have the components, have a budget and are upgrading from an old CPU. Also $35 will only get you 8GB of RAM where 16GB is quickly becoming the standard for mid range gaming PCs.
This means a $60 investment, which can be put into other components such as the CPU and motherboard to get better headers and features where the effect will be much larger.

I completely agree that sure i shouldn't sacrifice my cpu just because I already have ram but I mean the $35 could go into something else. I would rather sacrifice a tiny bit of performance and save $35 bucks.
 


Keep in mind that he has used the 6400 instead of the 6500, which has a much slower base clock speed at 2.7GHz compared to the 3.2GHz of the 6500 and the 3.5GHz of the 4690.
This has been done to cut down on costs on top of getting 8GB of RAM, which is already a poorly advised move in todays market and has only been done by him to cut costs further.
Economically haswell is much more viable for you due to the higher performance of the 4690 vs its similarly priced skylake alternatives in the 6400/6500 due to its 3.5GHz clock speeds.
To put this into a graphical perspective, here is a comparison I grabbed off google for the 6500.

Gives much better performance, with the only downside being a 10w less TDP.

Another example is if I were to build a i5 6500 build and compare it to the 4690.
The i5 6500 build with 16GB of RAM would cost $330, while the 4690 build would cost $250.
Thats a pretty significant difference if you ask me, hell, you could even buy new DDR3 RAM and still save money and have slightly better performance as well.
Realistically the saving is much more than $35, 1g has just cut down on the performance of components to fit into the budget, which is ill advised in the case of the 6400 due to the large performance drop off for a little less money.

Ignore the prices listed, they are outdated.
If you go for the skylake build you are losing both money and performance. The only reason I would consider it in your situation is to futureproof yourself if you ever want to go for an i7 6700k in the future, but even then the 4790k performs very similarly within a 10% difference.
