+12 Voltage Warning

I get a warning saying warning +12v voltage 3.248 about 3-5minutes after i boot my computer up. what does this mean and how can i fix it, i recently got a new power supply to try to fix the problem but it still popped up
my specs are:
MB: z170 pro gaming
Cpu: intel i5 6600k skylake
Gpu: Gtx geforce 960
power supply: corsair RM 650x

Yea sorry, psu = power supply unit.
I have never witness an operating system to inform of voltage problems.
Maybe try plugging your pc into a different power outlet.
Did you plug in your motherboard power properly?
Other than that, try running a program called hwinfo, that with give you a breakdown of all your hardware, temps, voltages etc.
you can see if any of your hardware is drawing a strange amount of voltage.

What sort of psu did you buy?
Sometimes if you plug too many things into a psu with a single 12 volt rail it can cause trouble, too many amps getting pulled of that one rail. However your rig doesn't seem overly power hungry.
Do you notice any other symptoms? Like random shut downs?
Is any of your hardware over clocked?

no other symptoms just that message warning, only things i have plugged into the power supply is the mobo, graphics card, optical drive and hard drive. psu is porwe supply right? just the 650w i used to have a 850w but we had a power outage so i was thinking it might have shorted it out a bit.
