What Power Supply Should I Buy For The "Radeon HD 7970"

I'm writing this because my friend is on a extreme budget. He's going to buy a Pentium G3258 and clock it above 4.0 ghz. He's going to need to know a budget PSU that will support That Cpu, as well as a Radeon HD 7970. He does not plan to upgrade in the future.

I Agree with clutchc, Around 600W Should Be Fine, Make sure It's 80+, But my friend, also rocking a G3258@4ghz says it Bottlenecks his GTX 960, so unless he is overclokcing his CPU more, it's not worth getting a 7970, get, at most, a R9 270/R7 370/ HD 7870.
