SSD not recognized in Windows, but is recognized in BIOS

As title says, it is recognized in bios not windows. I have tried diskpart then listing the disks, nothing. Also tried partitioning the drive in Disk Management. Doesn't show up. Shows up in BIOS and has the correct name. Any ideas? It's a PNY CS1311 240gb This is my second drive.
 
Solution
If you have a windows setup and install dvd, or a usb fash drive with a bootable version of windows on it.

Try running it until you get to the bit of windows setup and install where your asked what drive you wish to install windows too.

If you see the new SSD drive.

Simply click on the advanced drive options, select the ssd drive and format it.

After the format of the new ssd drive is done, simply exit the windows setup and install process.
Boot windows from the working Os installed hard drive and when windows loads you will see the new hard drive listed as D:

And USAFRet, no. Otherwise it wouldn't show up in BIOS.

This worked. Great idea, every google search i did just said "format it on disk management" which i couldn't do.
