PC mainly for Minecraft and runescape and maybe overwatch

Does anyone know a good PC build on the $600 range that can run runescape good on ultra settings and maybe even record some videos with?
I was thinking of getting an amd fx6300 with the new gtx 1060 graphics card that is coming out. And if not then maybe the Asus Radeon r9 389 card or the Rx 480

I'm also gonna be playing Minecraft and maybe some modern games such as overwatch

*I suggest that and the RX-470 graphics card (i.e. Asus Strix or similar model with 8-pin or 2x6-pin PCIe).

You can always build the system now and use the Intel iGPU or spare video card, then buy the RX-470 later after it becomes available at a reasonable price.

For about $150USD roughly there are cards available now that I could recommend but I think the new card is worth the wait. At the very least, get something the performance level of a GTX950 that has 4GB or more video memory.

I prefer Windows 7 and thinking of getting if. Also what do you think of the amd fx6300 paired with the Nividia gtx 1060 graphics card coming out? Or what about the Radeon r9 380? Or the Rx 480?

a) W7 prevents any DX12 games from running. Not many now, but they'll start coming out.

b) I don't like any of the AMD CPU's. They often have a large CPU bottleneck. Some games will run over 40% faster with the i3-6100 vs the FX-6300.

In SOM for example, the i3-6100 is getting about 75FPS and the AMD CPU's about 50FPS.

(What about overclocking you may ask? Well, the problem there is you need a reasonably good cooler and motherboard. In SOM which is about 50% faster on the Intel i3-6100, you'd have to overclock the FX-6300 to about 6GHz to get the same performance... just not possible)

c) GTX1060?
Nice card, but I'm not sure it's in your budget. The RX-470 as I just said in my above comment looks to be about the only new card likely to fit into your budget.

This is a good guideline. The RX-480 averages the R9-390 but swings about 80% to 120% comparatively (depending on the game) due to architectural changes.

The RX-480 has been tweaked compared to 300 and earlier GCN GPU's. The DX12 games, once optimized, will start to see benefits compared to older hardware.

I wouldn't even consider GTX900 series or earlier. The RX-470 AFAIK will be roughly 85% to 90% the perf of the RX-480. For the sake of the chart, let's just estimate R9-290 performance.

Other:
AMD DX11 drivers aren't as good as NVidia's. If you buy an AMD card, then I suggest a good Intel CPU like the i3-6100 or better.
