Unable to sign in on login screen

I tried to get onto my PC today to do some work but when I tried to log in it would not proccess my password and log me in. Basically I was stuck in the login screen. About every minute or so my computer would also manually restart without me restarting it or telling me it's restarting. I also cannot turn off my PC from the login in screen and when I press the button it take so long that my computer overrides it and restarts. I tried to do different recovery options but I couldn't reset my PC and reinstall Windows and I couldn't restore it. When I tired to reset it, all it said was it could not do it. However, when I tried to restore it said my hard drive may be corrupted. I don't know if this is that case or if my Windows is being stupid. I really need help I cannot do anything so any input at all would help.
 
Solution
1| When dealing with thread of troubleshooting nature, you should state your full system's specs inclusive of your OS and peripherals.

2| Although I would like to assume that your PSU is lacking the adequate power to run your system, your post stylizing also warrants that the culprit is the OS. Have you tried reinstalling it?

3| Have you made sure your BIOS is up to date?

4| If you're on Windows 10, you're going to have to bear with it as the updates are the main cause of the corruption in your OS., provided you're working on Windows 10.

5| You could try and remove your CMOS battery and try henceforth if you can login though I'm also curious to ask, does your keyboard functionality take a hit when in BIOS(i.e is it unresponsive)...
