Why windows 7 didn't have the 100% disk usage bug like windows 8.1?

Hi, I just built my new gaming pc but after the startup, the disk usage always stays up to 100% for like 3-5 minutes and even on opening browsers. Why is this so? Can anyone explain what "extra" work does windows 8.1 does which the prrvious version didn't do?
 
Hello... Have you tried to ASK Microsoft? after all it's their product... But they are "Confidential" and NOT "Open Source" in their OS in these maters... all we can do is just guess and run TESTs... can you post images of your Tests or Proof results so far?

1) Have you look into your OS "Event Viewer"?
2) Have you looked at MSCONFIG and what your OS is loading (boot) at the start?
3) Have you used "File Explorer" and do a file History use/search by you BOOT time stamp?

There are thousands of users complaining the same problem. I read somewhere but can't find a user who explained why this happens. He said about something that windows 8 reads and re-writes all data by default or something like that. I just want to know that
 
Hello... Well do you want the JOB to find out for us? Your Computer is completely Capable to record all events and activity on it... So What is going with yours? What DATA do you have to contribute to the thousands of complainers? Can you be the "Great ? Hope" for them all... to FIX this?
