USB Port Power Surge

Sorry if this has been covered before but I cant find anything like my current situation on this topic. So I added a new cpu cooler over the stock intel I had inside. replugged in everything booted up the computer everything is working fine no problems.

Fast forwards 5-7 hours later and now im getting continuous message of Power surge on usb port. Not sure whats causing it. I Tried different keyboard and mouse and it didnt appear after that. tested all the ports they were all working except 1 usb 3.0 port. switched back to old keyboard mouse and in different ports this time everything ran fine for the next few hours untill I let the computer go into sleep mode moved the mouse and woke it up and all of a sudden back to messages about usb power surge again.

It only seems to appear after waking the computer up out of sleep mode. It does this no matter the port I plug into front ports 2.0 back 2.0 front 3.0 or rear 3.0 . If I messed up one of the usb ports when rehooking everything up it shouldn't have taken 7 hours later to rear its head right?

Well I figured i'd update this in case someone else is having the same problems I had. I ended up opening the computer up and unplugging all the usb cords off of the motherboard and re plugging them back in and I took all the screws out of my motherboard and tried shuffling it further back and making sure it aligned perfectly with the aio shield. But before I took everything apart I took a look and everything was properly plugged in and the board looked aligned right so I still dont know what was causing this problem. But since i've done this the power surge messages have gone away. I typically like to learn what I did wrong but in this case I guess I have to shrug my shoulders.
