Can two exactly same system only with different wattage psu give a bit different gaming performance?

Not necessarily better performance however you cannot and should not install any cards in your PCIe slots with that PSU. You are missing the pins that power those slots properly. Not only that the power may be affecting the rest of your system bus as well

250 watt is more than enough to drive that. However if you buy a GPU then you need to replace the PSU.

No the PSU will not help your performance as is unless its really bad, but if it was really bad, the system would crash.

The PCIe system bus is what is affected by those missing 4 pins. While in theory it should work, it is not a good idea to run it like this as the rest of the system bus may be short or or over powered depending which part. In particular you cannot use the PCIe slots.

Normally we do not do this however I am deselecting this as best answer. I do not want someone to think it is OK to run a ATX 24 pin motherboard on an older 20 pin PSU should they come across this thread. This type of misinformation could be detrimental to users.
