My computer screen turns off then back on and is running slow

I'm not quite sure what is going on. My screen turned off, then back on and something changed. The mouse cursor is one thing that changed. The mouse pointer is difficult to see when it is on a white background. It is like the border went away. Also the I-beam is shorter? This happened just before and I reinstalled my GPU driver and reinstalled it. That fixed the problem but about a half hour later, the screen reset and this is what happened. My GPU is an NVIDIA GeForce 750 ti and my CPU is an AMD FX4100 quad core processor. I am thinking it might be a bad CPU because the fan attached to it stopped working and it may have gotten too hot. I'm just looking for an answer before I drop some money to buy a new one. Does this seem like the problem?

if a CPU is dammaged I strongly doubt that it would work at all, I may be wrong but on my experience a CPU fail or Work. if you have a integrated graphic with your mobo you could give a try, maybe is your Gpu thats going crazy :/ even if it doesnt seem related try only one stick of ram etc... you should test every single component on you´r machine

What is the current state of the CPU and it's fan ? I strongly recommend trying another fan, but before that, check your PSU, look for any strange smell, I doubt it's the GPU because the 750Ti's max TDP is like 60 Watts.

The PC is having a very difficult time loading, on simple tasks I.E. response rate of the keyboard, mouse and videos are choppy. I just tried restarting the pc and my desktop icons were tiny. upon restarting it all of the symptoms are present. I might have a virus, but I rolled my computer back to a backup I had created when I initially installed windows. Could the backup files have been infected?

Reinstalling the GPU driver fixed the problem, but then soon after it came back

The fan is actually running now, no problem. plus on top of that I have a clip on fan hanging over the edge blowing cool air into the case. I just dont want to have to reinstall windows AGAIN.. ugh that shit takes forever lol

I already changed it a few months ago to my first SSD. I HIGHLY doubt that would be the problem. Or the GPU, I bought them both around the same time. Which leads me to believe it was the CPU or mobo. Though, it could be a virus (even though i use norton)

It is something about the resolution not being right, or something cannot support the resolution. When I down down the refresh rate, or go to 1920x1080 it works fine. I dont know what is causing the inability for my tv to be supported, it has worked all this time.
