On those games, you should be able to do that yes. Or come really close. You may have to reduce settings a bit in some cases. But either way, that combo will be perfectly fine at high settings and smooth frame rates.

Just keep reducing settings until you get your magical 60 fps. Anti-Alaising is one of the biggest performance drags. Lessen specs that have to do with detail and DoF too. Pretty much make the game as plain and ugly as possible. But you shouldn't have to do too much reduction. The quad core APU and the GTX 750 Ti should be able to do max/near max settings on CS:GO @ 1080p for instance.
And remember, unless you are playing on a monitor that has a vertical refresh rate faster than 60 Hz, you'll never see more than 60 fps no matter how many the card is rendering.
