I by mistake had bought a G3240 and thought it could overclock but later found out it couldn't so after this time I am trying to use this on an HTPC, to save some slight electricity I want to underclock it to 1.8Ghz or 1.2Ghz depending on performance. I just want to browse photos and videos on 1080p which the HD 4000 does fine.

Motherboard is H81-C from Asus

Check the voltage and frequency at idle to get a ballpark of what the CPU will tolerate. Lower the voltage until it stops working, underclock, repeat until you can't go further or you reach your goal.

But with contemporary Intel chips it is best to just leave them alone. When idle they use almost nothing, but the power is there if you need it.

I have an i3-4130T with a TDP of 35W, when not in use it sits at 800Mhz and a very low voltage, only consumes a few watts. I put an i7-4770k stock cooler on it, fan runs a lot slower then the tiny heatsink it came with. I can't even tell it is running on my electrical bill.
