Computer freezes on motherboard splash screen on boot

The series of computer issues started about a week when I spilled a glass of water on my rather expensive gaming PC. That happening alone was awful. So I determined the motherboard was fried, said okay and put one of my older motherboards into the PC. Due to something about the mobo, it refuses to accept my PC's ram cards because they have different slot shapes, okay, put my older RAM cards in. Then, I found out the whole power supply was shot, so I replaced that.

I found that the motherboard turned on and all was well. Except the monitors refused to come on, both staying in power saving mode. So I removed all USB devices and pulled out a single stick of RAM. Bam, they came on. I was then stuck with another issue, the motherboard's splash screen was stuck there, nothing happening. I can't remember what I did, but something happened and it booted to windows, the windows 10 spinning loading circle appeared, then it bluescreened, I believe it was some kind of page fault in non-paged area bluescreen. This then booted me back to square one, right on the mobo splash screen.

I gave up and played video games on end for a few days, annoyed. Then today I tried it again and low and behold, it actually worked! I played games for a few hours, had fun, everything worked.. Then the bluescreen again. I was then put on to square one all over again. I believe I unplugged and plugged in a few random wires then booted and found myself greeted with the bios telling me I had a floppy disk error, that sounded great and prompted me with a press Del to enter setup or Press F1 to continue. I tried to enter setup, but some kind of screen flashed briefly and it booted me to a blank screen with the blinking text underscore, as if I was to type something. Then I rebooted, went to hit continue and... nothing happened. The text asking me to continue or setup was gone but I was still stuck on the same screen.

I rebooted tens of times, reseated everything many a time but nothing seemed to function properly. Then it just sort of got sick of me rebooting and reseating and I am now back to the lovely mobo splash screen. Hooray. I now come before you, incredibly frustrated, trying to find a solution to this issue. Nothing responds on the splash screen, I cannot enter the BIOS nor boot from a CD.

Edit: I have gotten to the Bios screen once more, here is a photo of the screen:

From here I went into setup, searched the error the screen told me and I set some setting in the CMOS settings to No Errors, after that, right back to the mobo splash screen.

Nevermind again, I called it too early. Everything you said worked, my computer then booted up to windows 10, all seemed well. Windows 10 started working on updates, which was all well and good until it restarted. Now I am back at the damned splash screen.

So I clean installed windows, and it still doesn't work. Windows bluescreen after a fresh reinstall, so I used a different windows 10 DVD and reinstalled it again, same thing. Bluescreen, then back down to the motherboard splash screen. I have to CMOS reset every time I want to get back to the BIOS or continue to windows and as soon as I restart it gets stuck on it again. Any thoughts?
 
Hello... 1) Does win10 restart it self during the Install with no problems?
2) Are you ABLE to Load your hardware drivers into the WIN10 OS?
3) Are you removing power from the PS (switch-wall) before your re-boot attempt?
4) Can you take a IMG of the Blue screen message?
5) Try Booting without some of the memory sticks, to test for a BAD one.
6) Try cleaning the RAM Sticks with cotton swabs and rubbing alcohol.
7) What is your Clean install method?
