Seagate 4TB SSHD not recognized

Currently I have the Samsung 850 EVO 500GB SSD. I purchased the Seagate 4TB SSHD and want to use it as storage but I cannot get it to recognize. The only way I can get it to recognize is through the Bios but only when I unplug my SSD. I have used the Seagate Driver Wizard and it does not recognize the SSHD. I have also gone into the Admin Tools > Computer Management > Disk Management and it hasn't popped up there either.

Do I have to put an OS on this SSHD to make it appear and be able to use it as storage?

I have tried every SATA port and changed the SATA cables and nothing has made a difference.

I'm assuming that the SSHD is not a dud since I can get it to recognize in the bios but as soon as I connect my SSD back to my MOBO, the SSHD is no longer recognized in the bios.
