There should be some sites that have detailed noise level tests. I do know that in general the 1070 is a very quiet card, I have the MSI and it's silent when the fans are on, and fans don't even spin until it hits near 60 degrees celcius.
The MSI Gaming X version is probably my top choice right now.
*I do not recommend liquid cooling in GPU's to most people. The pump noise may be irritating and it's more likely to fail over the next few years than air coolers which can be a hassle to replace.
Yes, the GPU runs cooler but game performance might not be much better since the MSI cooler is good enough that it rarely throttles.

I was seriously considering water cooling my old 7970, I didn't realize fan noise had improved so much. When I got my MSI 1070 I was blown away, I no longer have to even think about watercooling the GPU now.
